'Range: Seconds' enhancement request

Description of the feature or enhancement you'd like to see in HandBrake:

In order to do exact trimming, would you expand PTS selection (i.e. 'Range: Seconds') from hh:mm:ss to hh:mm:ss.sss? Alternatively, trimming to exact frame number, N=0,1,2..., would be very welcome and could be used to bypass potential PTS errors.

Bump this up. Don't see an issue with allowing fractional seconds, like 0:1:2,234 (234 milliseconds). Had to workaround it by manually calculating the required number of frames, but that's tedious and can get tricky if the video has VFR.
