Can't give hammerspoon access

I've trying to experiment with the spotify api, and a dialogue pops up that says

"Hammerspoon" wants access to control "Spotify"

However, when I click OK, it doesn't do anything, and the dialogue doesn't go away. I attempted to enable in manually by going in the System Preferences, Privacy, under Automation, and checking Spotify under Hammerspoon, but when I reload the config, the same dialogue pops up, and when I check the permission under Hammerspoon, it has magically removed the checkmark.

I was able to give Hammerspoon permissions under Accessibility, but I don't know why I can't give it permission to control spotify.
