Option to disable federated usage

Some users wish to host the bridge for their own purposes and don't wish to have their Twitter API account laden with requests from other users. We should offer the option to disable it over federation (and possibly a user whitelist).

Ah yes. I forgot. You can't discriminate with alias queries which makes the feature quite awkward to implement. I'd rather not make a half finished implementation of it.

Having mulled this over, I recommend this be a change to Synapse rather than this bridge. Setting who can access the bridge seems to be a HS concern.
