Timeline Rooms could not be created. No permissions

It seems that when Mikaela tried to OAuth, the timeline room could not be created because the bot didn't have permission http://matrix.org/_matrix/client/r0/createRoom (AS) HTTP 403 Error:

{"errcode":"M_FORBIDDEN","error":"You don't have permission to post that to the room. user_level (10) < send_level (100)"}

Looks like the room didn't like a state event being set by the bot user.
