[BUG] Scheduling seq for a running member checked BEFORE sending

This solution needs testing, both maintaining the current scenario and if it handles problems that arise around quick-flipping correctly.

Later review: it is unknown what exactly problem it solves and whether the problem wasn't solved the other way. At least it introduces the cooldown after silencing, which seems required, and sockets to wipe are added uniquely.
