it dont uses VPN and TOR

if i type in #4nonimizer privoxy, privoxy gave me the error message

Synchronizing state of privoxy.service with SysV service script with /lib/systemd/systemd-sysv-install. Executing: /lib/systemd/systemd-sysv-install enable privoxy

Service tor is up and running but Privoxy gave me an error message, too.

Job for privoxy.service failed because the control process exited with error code. See "systemctl status privoxy.service" and "journalctl -xe" for details.

What can i do to start VPN with TOR? I'm confused. Thanks in advance!
