Doc: add pull request template

I am writing to propose the addition of a pull request template to this project's repository. Having observed the current workflow and contributions, I believe that a standardized template could streamline the submission process and enhance the quality of contributions.

The new change looks good by fixing a typo but does not match the title and description for this review, which is for adding the template.

Certainly. it seems more effective to create a new branch and new PR from a forked repo. If then, would it be better to revert commits for typo corrections?
