Web App - Admin - Is there a need to have separate pages for 'Add New Cluster' and 'Add New Cluster Group'?

On the List of Disasters page, there are buttons for 'Add New Cluster' and 'Add New Cluster Group':

However, the 'Cluster List' and 'Cluster Group List' pages both have 'Create New' links, which allow the user to add an entry:

Unless there are different levels of admin privileges, could we just keep the latter two buttons?
