Design suggestion
All actions on the website should be forced binary choices, with big arrows to take you to the next action.
Such as click on an arrow that says "I want to volunteer" which takes you to one binary choice for 2 options: "Remote" or "On-SIte" (for example) (with no other actions on the screen) When you click "remote" it brings you to another binary choice: "I can contribute money" or "I can contribute supplies" (for example) (again with no other actions on the screen).
This also makes it easy to interact with the site on a mobile device, and especially when people are cognitively challenged by stress and chaos at disaster sites, making it harder to simply just read the screen. Giving them as few choices as possible, to negotiate at any point, makes it easier to navigate the site in their cognitively-challenged state.
