Server Error in '/' Application. when deleting a cluster

1. Login as Administrator. The system displays the List of Disasters page.
2. Click "Cluster List". The system displays the "List of Clusters" page. Please note that additionally, there should be consistency between the link in step 1 and the page name in step 2.
3. Click the "Delete" link for one of the clusters. The system displays the server error page.
4. I cleared the cache, shut down the browser, restarted the browser and was able to reproduce.

In researching the defect, I found bug 401 for the same issue; however it was closed. Looks like the reintroduction of a defect.
