Non-Windows build instructions out of date

Looking at the wiki page for contributing on Linux , the instructions were significantly outdated. Main things needed for the Linux instructions:

• [X] Add .NET Core SDK installation instructions for Arch and Fedora
• [ ] Update .NET Core SDK installation instructions for Ubuntu
• [X] Add SQL Server and sqlcmd installation instructions for Arch and Fedora
• [ ] Update NodeJS installation instructions for Ubuntu (explicitly referecnes setup_7.x)
• [X] Add NodeJS installation instructions for Fedora and Arch
• [X] Update the build steps to reflect changes to dotnet restore behaviour
• [X] Replace outdated instructions referencing config.Development.json instead of appsettings.json

I dont use Ubuntu so someone else will need to update those steps confirming what currently works.

I assume similar updates are required for the Mac instructions from looking at how similar they are and how long since they were updated.

@nathanchere thanks for your work here. I'm going to add this one to the up for grabs label to get it finished off.

If anyone out there has ubuntu and would like to close this out, it would be greatly appreciated!

I have run through the Linux instructions (at least for Ubuntu 16.04) and made the necessary updates. @MisterJames I think this issue can be closed now, unless we want to focus on more comprehensive instructions for other distros.
