EVENTS: Safety message page creation as a sub page from an event

This is a breakout from Events Epic: #2039

Requirement: We need to have a safety message page to set up an event that would have prompts like: " Does this event require a safety message?" If Yes is selected, the following information would need to be entered:

• Start Date
• End Date
• Start Time
• End Time:
• number of Volunteers required for it
• Type of event. If no is selected, the information does not appear.

Definition of Done:

• The Safety message page would be created with the items mentioned above.

• Comment from @stevejgordon : PARTIALLY COMPLETE. We have everything except the safety message requirement.

Technical expectations: we need to add a safety message to the Event and add the message (if it exists) to any Event page where users can sign up or admins can edit it.
