Event Manager Admin Menu

Breakout from #1803

Update menu rules so that anyone with event manager access has an admin menu item with a link to the admin event lister.

If they only manage one event, perhaps we take them directly to the event page itself, rather than a list with a single item? @schback - Any preference?

Under the admin item, there is currently only campaigns showing. So for this story, we need to create an event menu item. image

I have added a basic event lister page for #1898 in PR #2013 which will have the path Admin/Event/ListAll
