Campaign Manager Admin Menu

Breakout from #1802

Update menu rules so that anyone with campaign manager access has an admin menu item with a link to the admin campaign list.

If they only manage one campaign, perhaps we take them directly to the campaign page itself, rather than a list with a single item? @schback - Any preference?
