Not running Frameworks as a WG

Remove WG from the list

The downside of this change is that all memory of the Frameworks group disappears from the website

Indeed the information about prior work would be gone. However, I think it could make sense to add a "history" section to the new website listing past or finished efforts - old WG, the CWP process, etc. So I would postpone that removal and would only add a little header to that page for the moment.

OK, I have a new plan here where we can have archived activities (it's not just frameworks, there are quite a few), so this PR isn't relevant anymore.
