[Feature] Support neoforge.mods.toml

When NeoForge 20.5 is released with Minecraft 1.20.5, the launcher supports reading neoforge.mods.toml.

原因 | Reason

According to https://github.com/neoforged/FancyModLoader/pull/100 and a draft of their upcoming 1.20.5 blog post, the NeoForge maintainers are preparing to rename mods.toml to neoforge.mods.toml. This will take effect in NeoForge 20.5.

As the official release of Minecraft 1.20.5 approaches , I thought it was something to consider. I believe that in the future, many NeoForge mod developers will follow this change, and the original code logic of the launcher may not be applicable.
