submission: build a tool to help a data uploader to select appropriate keywords

Keywords (reactions, observables, phrases, cmenergies) should be selected from a list of available values and the result written in either YAML or .oldhepdata formats to be used in a data submission. The reaction should be built up by selecting the various initial-state and final-state particles. Mike Whalley has made a start at the links below:

A new tool should be built and integrated into the new HEPData framework.
