INSTALL_Autotools.txt has sections not available in INSTALL_CMake.txt

Section III.3.x has configuring information that is not present in INSTALL_CMake.txt. This info should be either added to the general INSTALL.txt file with autotools and CMake options or added to the INSTALL_CMake.txt file showing the CMake options.
