Footstep Regions break Swimming Regions

Since this has happened in both PyPRP and Korman, it's assumed this is an engine bug.

When a footstep region intersects with a swimming region, this will break the swimming region. Turning off any intersecting footstep regions and making the swimming region itself a footstep region seems to solve this.
