Chat filter revamp

The chat filter is currently not very intelligent and spuriously censors where it shouldn't. A more accurate filter would increase easy of communication.

Additionally, the client filters outgoing chat messages. This logic is inverted -- it would be better to filter incoming messages based off the user's filter preference.
