Add CMakePresets.json

Visual Studio will make use of CMakePresets.json when opening CMake projects to set a bunch of default configuration options.

We should set up reasonable defaults in our project (although at this point the existing defaults are probably reasonable... do we want to encourage building 32-bit clients?)
