Allow custom announcements

An idea I had some time ago, that is also being requested.

Right now, the bot sends the same message for everyone. Need to create a parser to allow custom announcements in a clever way.

Customizations :

  • Markdown support
  • Tags :
    • Title
    • Channel
    • Game
    • Link

Notifications will be managed with the !streambot notify command, see #15
