That's not GTACOOP.log, that's GTACOOPSettings.xml
It's not missing. Try going to http://46.101.1.92/ and connect to any of the servers.
The settings file gets created automatically. Make sure you've got an updated scripthookvdotnet
For coop you can use natives to achieve this. Coop doesn't support client-side scripts.
That means ScriptHookVDotNet isn´t working. Check their thread on gtaforums or their github page. https://github.com/crosire/scripthookvdotnet
I've heard having more than one GTAV game on the disk can cause this issue
