Server browser gives incomplete list and friend unable to connect to my server

When my friend checks his server browser there's quite a few servers. For some reason I only see two of the servers that are on his list and nothing more. Also when I tried making my own server, it didn't show up in the list for either of us despite announcing to the main server being enabled. I was able to connect via local IP and my domain name, but he couldn't connect at all using the domain. I have the port forwarded and no software firewall so I don't see what could be blocking him.
