(Connection Timed Out) No response from Host

i tried to use the CO-OP Mod with my friends. the server works inside my network, but it doesn't want to announce the server. so i don't know if that is the problem, or something else.

this is what i and my friend are getting as a message i have portfowarded it to port 4499 and UDP/TCP. and i have checked for my port in my firewall from windows.

this is what i see at my console if i am joining.
