Added armor resist cap functionality

Saw some chatter about the new resistance caps and how artefact hunting, even with the scientist suits, needs artefacts for resist in the first place. This uses the new resist cap code from artefacts and would allow for easily adding resist cap to armour and helmets. This does not change any armour stats.
