No highlights with TAB
I'm not able to get things to highlight anymore when pressing the TAB button. Was this removed or is this a bug?
Likely a bug. Tab highlight should work

I did a quick Google search and it seems to be a problem that occurs occasionally, even as far back as 2011. So I'm guessing the mod's not to blame.
That said, would it be possible to update this mod to patch the bug? It isn't a giant problem, but it is a mild annoyance when you're expecting it to function.
Are there steps to reproduce the issue?
As far as I can tell, you start ToEE, and maybe holding TAB will or won't highlight downed targets with loot on them and other dropped stuff. I started a new game, and this time it seems to be working, so I don't know what caused it before.
