Improve optimization of ILD files imported with dwelling

Currently corner dwell (overlapping points) from pre-optimized imported ILDA files are treated mostly as deliberately lit beams that are amplified when re-optimizing. Which means such files must be played with optimization off and cannot be not mixed with files without optimization , otherwise optimization doesn't work well on them and they can look distorted.
