Updating the tools from the IDG Phase 2 Research Report

How to update each tool

• update to use the full description for each tool
• move out contributors, see #160 for details
• add link for the tool, that can be used to add back contributors via the script - also #160
• (maybe, need input) should we remove the relevant skills that are not present in the report? Might look weird with a mismatch, so likely, yes.
• (maybe, need input) should we add the option to tag a tool with the most relevant dimensions? This would match how the SAB have been talking about it. It would also be simpler for others to contribute tools if they can select dimensions rather than skills. Matching tools against dimensions is easy too. The reverse lookup is simple technically. This would also align with the IDG community webpage. Dimensions could just be sorted as an array similar to how tags keep their display order that way.
