We need this checked in to complete the Data Custodian CMD test suite. What is necessary for you to check your changes in?

17 months later- the first step is "restore context" - I'll assume it's still in the "need test files" stage; that I can find the code (I think it was pretty simple); and that I can do simple testing b/f check-in.

The attached file contains the test_usage_data.xml file used by the SoapUI CMD test harness with PowerQualitySummary & ElectricPowerQualitySummary records.
