Initialize Green Button Sandbox button on DataCustodian Admin screen fails to initialize OAuth Tokenstore

Although the Data Custodian Admin screen has an alert indicating that the Green Button Sandbox has been initialized, nothing occurs on the local VM system because there are no command files.

I'm not sure this is a bug unless unless we want those buttons to effect the VM. If so, then the fix is to create /etc/OpenESPI/DataCustodian/* on the VM. Is that the right thing to do?
