Updated GCP data for 2023

Google released their 2024 sustainability report along with new data for 2023 on July 3rd, 2024.

Their GitHub site is updated with new CFE and carbon intensity data. This has been copied to the spreadsheet. There are some new regions, but there is no data for us-east5 in Columbus, which was provided for 2022. Please @coopere could you check to see if this is an omission in the data or another reason.

Hi Adrian, the dataset has been updated with the us-east5 value for 2023 (link).
