ADR for Prometheus Metrics End Point

We need to create an ADR for "features" that ultimately are "tool" such as the ability to query a /metrics end point for Prometheus (as an example).

We have built one of these at /metrics however this will be unsupported, and we will likely move these items into a tools folder, whereby tools are officially supported components of the SDK/API but not part of the core deployment to ensure they can be maintained, deployed ,and updated separately - however they should always have version parity for example.

ADR yet to be created but this has been the initial discussion.
