Consolidate saved searches & dashboards for simplicity

What?

Currently, saved searches & dashboards are separated technically in the product. Saved searches are artificially constrained (only a single tab, not usable in reports), dashboards have limitations too (not possible to use a persisted global filter for a tab). There are no underlying technical reasons for this separation/these limitations. We could potentially simplify the product, reduce user confusion, code complexity & increase consistency by lifting the separation and treat both identically.
