Only enable "Save as" button on dashboards, when user has "Dashboard Creator" role.

Expected Behavior

The "Save as" button should only be enabled for users with the "Dashboard Creator" role.

Current Behavior

Currently the action is always enabled. Clicking on the button results in seeing the "Missing permissions" page.
