Update beat versions
Notes for Reviewers
Updates 32 bit versions from 7.17.12 to 7.17.29
Updates 64 bit versions from 8.9.0 to 8.19.7
This resolves https://github.com/Graylog2/collector-sidecar/issues/502 where the collector service sometimes gets stuck in STOPPING state.

Did you test this with Illuminate, or ask the content team if the new versions work with Illuminate?
FWIW, I tested the version with Illuminate. 9.x will not work, which is why I only updated in the 8.x version. I will ask the team if there are known issues.
@bernd The content team has not had a chance to test it yet, but see no concerns after reviewing the release notes.
@moesterheld I've spoken with product and management. We need those tests before we can ship a new Sidecar release with the updated beats. (we should update them to the latest 8.x versions for the tests) The risk is too high.

I've done some basic testing on all three 64 bit versions of the agents with 8.17.9 and everything looks good. We don't have a really good answer for more comprehensive testing of the beats agents but I've opened a request in our repo to define a more automated, repeatable process: https://github.com/Graylog2/graylog-project-illuminate/issues/3186
