No shop is fixed by using either the latest AIO as listed in the setup guide, or by simply reloading the server with reload.

No quests is not an error. You don't have questing enabled, so there are no quests. Enable questing in your config.json if you want them to start automatically.

This plugin you've screenshotted is very old and will likely not work on Grasscutter even if it specified an api version. Though, it wouldn't have anything to do with the things you have listed here. If you want to use that plugin, you will need to update it manually in your IDE of choice, both to add an api version, as well as to update the Grasscutter dependency in it and fix any issues that arise as a result.
