The AIO builds can be downloaded manually from https://github.com/NotThorny/Grasscutter/releases if the in-app download is slow. You will just have to manually extract it and set the Grasscutter JAR in Cultivation settings.

Maybe the VPN proxy is covered by the cultivation proxy. Just reboot and turn your VPN on.
