Remove obsolete code in ScriptLib.java

Description

I really don't know what this section of code was trying to accomplish besides returning 0 without doing anything. This section of code just gets in the way and I have not seen any bugs from removing it.

Issues fixed by this PR

In electric god's first story quest, there's a door that doesn't open because a guy doesn't spawn because he spawns right at the end of a challenge from a different group.
