Reduce message spam to the Layer Tree's options bar widgets

When clicking around the viewport (and not causing the list of selected layers to change), or when dragging shapes (every frame), the backend is sending a new Layer Tree panel's options bar GUI to the frontend to be re-rendered which is inefficient.
