5/6GHz Hotspot within Airplane mode

When the device is rebooted with Airplane mode enabled, Hotspot is limited to 2.4 GHz. 5 GHz and 6 GHz are disabled with the message "not available in your country or region" (which is not true for my EU/Germany). Connecting to the internet (WLAN), inserting a SIM, getting a GNSS position do not change this. Enabling cellular radio (disable Airplane mode) for a few seconds with or without SIM trigger the correct detection (you maybe need to toggle hotspot on).

Suggestions:

• do not use cellular as exclusively source for detection of frequency regulations
• remember region after reboots
• change the wording to make it clear that you need to disable airplane mode once to enable 5/6 GHz
