VPN disconnected when resetting mobile network settings

When a VPN is configured ("Always-on VPN" and "Block connections without VPN" selected), and the mobile network settings are reset (System > Reset options > Reset mobile network settings), the VPN gets disconnected and removed. This is unexpected and alarming.

Personally, I would not consider the VPN configuration to be a "mobile network setting". I would consider mobile network settings to be things related to the cellular connection on the device, and nothing more.

I will note that the same behavior occurs on Lineage OS so I suspect stock Android is the same.

My suggestion would be to not include VPN configuration in what is reset, or at least warn that this will happen when resetting mobile network settings, or provide a toggle to opt out of it.

A user could run into this when trying to troubleshoot their mobile network not working, and accidentally disable the VPN connection they rely on, not realizing that would happen.

For reference, I think this is the line that makes this happen. This also seems to happen when resetting Bluetooth and WiFi, but only if the device is not a phone. I'm not sure why that is.
