Inconsistent clear storage for Terminal app

STR:

• enable Terminal in developer options
• open Terminal App-info
• go to storage and cache
• see the clear storage icon button is disabled, pressing it does nothing
• tap on the clear storage text button below it, confirmation pop-up opens

Expected behavior:

• clear storage should be disabled/enabled for both bottons the same
