gaming suggestion: disallow apps from seeing charge cycles

currently apps can see the battery's charging cycles without any permissions, i propose (non-romantically) to disallow it (this is because, I have something called, "ops", which is not true)

and also it should be shown in the settings app instead

I think it would potentially have to be done as part of #2197 I don't get why you'd specifically want this based on your description, but it may be fingerprintable.

Apparently GrapheneOS tryna make battery stats show 100% and charging at all times at sm point so this should be done as a part of that

this is fingerable so massive L tbh ion want apps seeing how many charge cycles I went thru
