state username and password requirements

HTML attributes help password managers suggest passwords and aid autofill, however the browser does not tell the user what the requirements are, just to meet them to proceed.

Password can be any Unicode characters but the username has to be the 26 letter Latin alphabet and numbers.

Technically numbers are Arabic numerals but I haven't seen this disambiguation in practice.
