Switching formats

Switching formats - truecolor/indexed/greyscale/bw; also - bit depth. Maybe change "Effects" menu to other name and then also change name of Effects class.

Please also consider to adopt color quantization and dithering filter from MtPaint project (http://mtpaint.sourceforge.net/) . This application has more option than GIMP when converting image from TrueColor to Indexed color, including color quantizer algorithm (XiaolinWu, Dennis Lee, Max-Min, PNN) and dithering algorithm (Floyd-Steinberg, Stucki, Scattered, etc) mtpaint screenshot
