@Ambrose Yau and the E-committees service needs to view a pdf within their service.
Currently, there are many potential solutions available for viewing a PDF with a variety of features and considerations including:
commenting system
watermark
cost (eg. licensing fees or cost per view)
pdf editing

The e-commitees technical team did research into what is the best solution for them currently, and have currently landed on kendo ui.
