Dropdown displays options (using Popover) in a scrollable modal/drawer in a wrong position

Retest once https://github.com/GovAlta/ui-components/issues/2466 has been merged to see if this is still an issue. The example stackblitz: Stackblitz

When the modal has so many content, the dropdown displays wrongly as below.

(Since Drawer is using Modal as a base too, so it has the same issue on Drawer)

cc @twjeffery and @Spark450 (also @chrisolsen for your insights) I talked to Thomas about the issue and verify that the dropdown behaves the same with modal. For the story #2278 document example, I will remove dropdown that is inside a drawer for now.
