Tooltip: Component and/or documentation updates

Acceptance Criteria:

-Fix horizontal alignment left/right when it is paired with position left/right (right now the tooltip overlaps the icon in the sandbox)

• Or if this is not fixable, add helper text to the "Horizontal alignment" control in the sandbox that reads: "Horizontal alignment can only be used but "top" and "bottom" positions"
• Position not being set correctly when there is a large amount of text in the tooltip
• Include the three examples shown on the figma design
