RT5/RTIR support?

The launch of Taskwarrior 3 has me looking over my taskwarrior configuration, and I see that RT (https://bestpractical.com/) is the only integration I'm missing with regards to bugwarrior.

I searched the issues and I didn't see anything previously mentioned. As I've never contributed here before, I just wanted to make sure I'm doing my research properly first, and also see if there are any other interested parties, before I start a project.

I don't recall anyone mentioning this before but it seems like a good candidate for a service.
